Input Tax Credit (ITC) Under GST: A Complete Guide for Tamil Nadu Businesses

By Naga Arjun

Key Takeaways

  • ITC lets businesses reduce output tax liability by the GST paid on purchases — directly improving cash flow
  • ITC can only be claimed if the supplier has filed GSTR-1 and the invoice reflects in your GSTR-2B
  • No provisional ITC allowed from January 2022 — every claim must be backed by GSTR-2B data
  • ITC must be reversed if invoices are not paid within 180 days, or for goods used for personal or exempt purposes
  • Time limit to claim ITC: earlier of 30th November of the following year or date of filing annual return

What is Input Tax Credit (ITC) and Why Does It Matter?

ITC is the cornerstone of the GST framework. It lets businesses reduce the tax payable on outward supplies by the tax already paid on purchases.

Example flow:→ You pay Rs.15,000 GST on raw materials→ You collect Rs.20,000 GST on your final product→ You claim Rs.15,000 as ITC→ You pay only Rs.5,000 to the government

For manufacturing and trading businesses in Tamil Nadu, effective ITC management directly impacts cash flow and profitability. Mismanaged ITC = blocked credit, notices, and penalties.

Who Can Claim ITC? — 7 Conditions Under Section 16

All conditions below must be met. Missing even one can result in ITC denial:

  • Possess a valid tax invoice from the supplier
  • Goods or services must have been received
  • Supplier must have paid the tax to the government
  • Recipient must have filed GSTR-3B
  • Payment to supplier must be made within 180 days of invoice
  • Goods received in installments → ITC claimable only when last lot is received
  • ITC claimed in GSTR-3B must match GSTR-2B (CGST Rule 36(4))

📌 Note: No ITC allowed if depreciation has been claimed on the tax component of a capital good.

Eligible vs Ineligible ITC — Quick Reference

✅ ITC IS available for: • Most goods and services purchased for business purposes • Raw materials, packaging, consumables • Capital goods (subject to depreciation rules)

❌ ITC IS NOT available for (Section 17(5)): • Motor vehicles for personal use (exceptions: resale, commercial use, mandated cab services) • Food, beverages, catering, health services (unless legally required) • Club or gym membership fees • Health and life insurance (except government mandates) • Construction of immovable property • Goods lost, destroyed, or gifted

💡 Tip: Tip: Maintain a clear classification of purchases. Consult a GST expert before claiming ITC on borderline items.

Time Limit for Claiming ITC — Don't Miss the Deadline

The ITC claim deadline is the EARLIER of these two dates:

📌 Note: 30th November of the year following the financial year Date of filing the annual return (GSTR-9) for that financial year

Example: • Invoice dated: 30th December 2023 (FY 2023-24) • Deadline: 30th November 2024 OR before filing GSTR-9 for FY 2023-24

⚠️ Missing this deadline = permanent ITC loss. Cannot be claimed in subsequent periods. This is one of the most common and costly GST mistakes.

ITC Reversal — When You Must Reverse Credit

ITC must be reversed in these situations:

• Non-payment to supplier within 180 days → Full ITC reversal required• Credit note from supplier → Corresponding ITC must be reversed• Inputs used partly for business, partly for exempt/personal → Proportional reversal• Capital goods used partly for exempt supplies → Proportional reversal

Report reversal details in Table 4 of GSTR-3B. Failure to reverse = discrepancies between GSTR-3B and GSTR-2B = automated GST notices.

ITC Reconciliation — The Key to Maximum Credit

ITC reconciliation means matching your purchase register against GSTR-2B. From January 2022, no provisional ITC is allowed — every rupee must appear in GSTR-2B.

→ Step 1: Download GSTR-2B data from GST portal→ Step 2: Match each purchase invoice against GSTR-2B entries→ Step 3: Identify discrepancies (missing invoices, wrong amounts)→ Step 4: Follow up with suppliers who haven't filed GSTR-1→ Step 5: Claim ITC only for matched invoices in GSTR-3B

💡 Tip: Tip: The new Invoice Management System (IMS) lets suppliers push invoices directly. Recipients must accept, reject, or pend before data flows into GSTR-2B.
